In an interview with Broadcasting and Cable, FCC boss Kevin Martin all but admits his plan to offer free, smut-filtered wireless broadband for free to the entire country is, essentially, dead. The plan involved auctioning off spectrum in the AWS-3 (2155-2180 MHz) band, with the condition that whoever buys it must deploy at least 768kbps, smut-filtered wireless to 95% of the country in ten years time. However, opposition from incumbent wireless carriers (who want the spectrum without conditions) led to its quick demise. Martin does seem to think it could pop up again later next year, after he departs.
