<p>With Comcast and NBC&#8217;s <a href="http://www.dslreports.com/shownews/108603" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/shownews/108603?referer=');">immense lobbying firepower</a>, there&#8217;s virtually no chance their merger will be denied by regulators and while there will be some conditions, recent history suggests the conditions may only give a quick nod to substantive consumer protections. According to the <a href="http://online.wsj.com/article/SB10001424052748704327704575614823197530864.html" target="_blank" onclick="pageTracker._trackPageview('/outgoing/online.wsj.com/article/SB10001424052748704327704575614823197530864.html?referer=');">Wall Street Journal</a> however, these conditions will be &#8220;significant&#8221; <span id="more-28985"></span> focused largely on preventing Comcast from withholding, or threatening to withhold, NBC Universal&#8217;s programming from competitors. The Journal also claims that the FCC is considering imposing some kind of network neutrality requirements on Comcast&#8217;s network:</p>
<blockquote><p>The FCC is looking at all parts of Comcast and NBC Universal&#8217;s combined online-video distribution chain for ways Comcast could promote content over its rivals. The agency is considering imposing a &#8220;net neutrality&#8221; condition on Comcast&#8217;s Internet network, banning it from deliberately slowing or blocking legal traffic. FCC staff members are meeting twice a week with commission Chairman Julius Genachowski about the deal and have set an internal deadline of circulating proposed conditions by mid-December, according to a person familiar with the review.</p></blockquote>
<p>Given the contentiousness of network neutrality and the FCC&#8217;s seeming unwillingness to seriously tackle this issue, any neutrality language will likely be very vague and focused on simple transparency if it even survives the final cut at the FCC. According to the Journal, final DOJ approval could come within weeks, though Comcast is apparently kicking back at any proposed conditions that would cover Internet video.</p>

<p>PrintJinni for Epson does support Microsoft Office 2003 and 2007 documents, as well as Adobe PDF, JPEG from e-mail attachments.  Via an easy setup, PrintJinni supports Microsoft Exchange, Apple MobileMe, Google Gmail and other IMAP based e-mail accounts. Wal-mart also sells <a href="http://www.walmart.com/cp/straight-talk-brand-shop/1045119" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.walmart.com/cp/straight-talk-brand-shop/1045119?referer=');">Straight Talk</a> service, which runs on the Verizon and AT&#038;T networks. Apparently to ensure T-Mobile doesn&#8217;t feel left out, Wal-mart&#8217;s now <a href="http://news.yahoo.com/s/ap/20100913/ap_on_hi_te/us_wal_mart_wireless_service" target="_blank" onclick="pageTracker._trackPageview('/outgoing/news.yahoo.com/s/ap/20100913/ap_on_hi_te/us_wal_mart_wireless_service?referer=');">teaming with T-Mobile</a> to launch a Wal-mart branded postpaid wireless phone service subbed &#8220;Wal-Mart Family Mobile.&#8221;</p>
<p>According to a merchandising VP at Wal-Mart, they&#8217;re launching a postpaid service, in part because there&#8217;s &#8220;a perception among customers that prepaid service doesn&#8217;t offer access to the best phones or the best network quality.&#8221;</p>

<p>Sprint was the first wireless carrier to embrace femtocell technology, their Airave service debuting <a href="http://www.dslreports.com/shownews/87627" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/shownews/87627?referer=');">back in 2007</a> and allowing unlimited mobile calls over a user&#8217;s home broadband connection for an added fee. While the old version didn&#8217;t support EVDO wireless broadband, they&#8217;ve started <a href="http://www.fiercewireless.com/story/rumor-mill-sprints-ev-do-femtocells-begin-shipping/2010-08-20" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.fiercewireless.com/story/rumor-mill-sprints-ev-do-femtocells-begin-shipping/2010-08-20?referer=');">shipping a new unit that does</a>.</p>
<p>The new unit can run up to six simultaneous calls (up from three with the last unit), and Sprint is giving the device away free to customers who call in and complain about indoor coverage. In fact, we know someone who was given two Airaves for free; one for his home and one for his small business down the road.</p>

<p>It was already known that T-Mobile <a href="http://www.dslreports.com/shownews/109255" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/shownews/109255?referer=');">planned to nurse HSPA+ for as long as possible</a>, and that their fourth generation wireless broadband plans were murky at best. Rene Obermann, CEO of T-Mobile parent Deutsche Telekom, says the company won&#8217;t even consider making a move on LTE for <a href="http://www.cellular-news.com/story/44859.php" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.cellular-news.com/story/44859.php?referer=');">at least two years</a>. According to Obermann, the company isn&#8217;t worried that they&#8217;ll lag LTE efforts by Verizon and AT&#038;T, who&#8217;ll both have deployments underway by that time. Says Obermann:</p>
<blockquote><p>&#8220;We&#8217;ll get a fourth-generation wireless network either by buying spectrum or re-farming existing spectrum, or potentially leasing spectrum together with others. I don&#8217;t think we&#8217;ll trail others in the next two years. With HSPA+ we&#8217;re in a very good position. We still have plenty of capacity, so we are competitive&#8221; said Obermann.</p></blockquote>
<p>T-Mobile does have some time (but not a lot) to dilly dally as they consider their next move. The company&#8217;s current upgrades allow theoretical downstream speeds of up to 20 Mbps, and there have been <a href="http://www.dslreports.com/shownews/109255" target="_blank" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/shownews/109255?referer=');">rumors</a> they&#8217;ll try to push HSPA+ towards 40 Mbps down the line. While Verizon plans to offer 4G services by the end of this year, their LTE deployment will be initially capped at 5-12 Mbps downstream. AT&#038;T meanwhile is taking their time on the shift to LTE, and like T-Mobile is nursing HSPA+, albeit less aggressively.</p>

<p>By now it should be known that I truly hate wires and avoid them at all costs &#8211; this definitely probably warrants further research. <p>According to a <a href="http://money.cnn.com/2010/07/23/technology/iphone_4_att/index.htm?source=cnn_bin&amp;hpt=Sbin" target="_new" onclick="pageTracker._trackPageview('/outgoing/money.cnn.com/2010/07/23/technology/iphone_4_att/index.htm?source=cnn_bin_amp_hpt=Sbin&amp;referer=');">new study from the Yankee Group</a>, 73% of Apple iPhone users are very satisfied with AT&#038;T&#8217;s service, a number well above the industry average satisfaction score (69) and AT&#038;T&#8217;s score for all phones (68). So what explains this satisfaction given two years of complaints and AT&#038;T&#8217;s customer satisfaction scores traditionally falling <a href="http://www.theacsi.org/index.php?option=com_content&amp;task=view&amp;id=147&amp;Itemid=155&amp;i=Wireless+Telephone+Service" target="_new" onclick="pageTracker._trackPageview('/outgoing/www.theacsi.org/index.php?option=com_content_amp_task=view_amp_id=147_amp_Itemid=155_amp_i=Wireless+Telephone+Service&amp;referer=');">at the tail end of the spectrum</a>? Researchers guess that users are so in love with the phone as an all-purpose device, they transfer some of this adoration over to AT&#038;T via a &#8220;halo effect&#8221;:</p>
<blockquote><p>&#8220;Consumers transfer the high gloss of their Apple iPhone experience to AT&#038;T,&#8221; says Carl Howe, Yankee Group analyst and author of the study. &#8220;The iPhone creates a halo effect that rubs off.&#8221; In other words, iPhone customers&#8217; praise for their network may be a result of the famous &#8220;reality distortion field&#8221; that surrounds Apple (AAPL, Fortune 500) CEO Steve Jobs and his company&#8217;s products. But AT&#038;T says its network really isn&#8217;t as bad as many people think. It&#8217;s a perception problem, not a service problem, in the company&#8217;s eyes.</p></blockquote>
<p>Instead of acknowledging the problem and explaining again how they&#8217;re working on shortcomings (which they certainly are), AT&#038;T has to insult peoples&#8217; intelligence by suggesting the problems have been hallucinatory in nature. Being unprepared for wireless traffic surges AT&#038;T consistently sees coming isn&#8217;t a &#8220;perception&#8221; problem, and it can&#8217;t be fixed by more PR. </p>
<p>One thing that&#8217;s also happening in terms of AT&#038;T&#8217;s satisfaction rates in the Yankee study is the firm didn&#8217;t bother to study users by region. Many of the angry AT&#038;T iPhone users tend to be in San Francisco and New York, where congestion wreaks havoc on AT&#038;T&#8217;s network. Unlike say in Cleveland, where users have a completely different experience on the AT&#038;T network (like the ability to make phone calls on major highways). </p>

AT&#038;T quickly responded to the complaints, noting that they&#8217;d <a href="http://www.dslreports.com/shownews/109249" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/shownews/109249?referer=');">found a software defect</a> in Alcatel-Lucent equipment (which isn&#8217;t in all markets). While an AT&#038;T statement at the time claimed AT&#038;T was &#8220;providing normal 3G uplink speeds and consistent performance,&#8221; that wasn&#8217;t really the case; users spent most of this month dealing with these crippled speeds.</p>
<p>But <a href="http://www.dslreports.com/r0/download/1567124~250ecf08445f1d3030eb8494614a27b1/IMG_0010.PNG" onclick="pageTracker._trackPageview('/outgoing/www.dslreports.com/r0/download/1567124_250ecf08445f1d3030eb8494614a27b1/IMG_0010.PNG?referer=');">based on a tests this morning</a> in the NY/NJ area, it looks like AT&#038;T&#8217;s finally deploying a software patch. No comment yet from AT&#038;T if they have a timeline for all impacted markets.</p>

With these new launches, T-Mobile says they now offer the faster service in fifty markets nationwide, reaching roughly 85 million Americans. The service is theoretically capable of 21 Mbps downstream, but users should see speeds somewhere closer to 10 Mbps. T-Mobile hopes to reach about 185 million subscribers with the faster technology by the end of the year. T-Mobile today also unveiled their new, swiveling and HSPA+ ready webConnect Rocket 2.0 USB Laptop Stick. </p>

The new service will also involve streaming the content instead of the current practice of downloading full episodes.</p>

While it&#8217;s possible that AT&#038;T throttled upstream service in many markets to help manage congestion during the holiday weekend, a technical problem seems more likely given the severity of these problems.</p>
